Michael Allen Andrews was born in Houston on February 7, 1944. He earned a bachelor's degree from the University of Texas at Austin (1967) and a law degree from Southern Methodist University in Dallas (1970). He worked in private law practice in Houston and as law clerk for the U.S. district court judge for the Southern District of Texas from 1971-1972.
